FEC Approves OHOPRS to Unify Humanitarian Response, Social Protection and Poverty Reduction in Nigeria

The Federal Executive Council (FEC) has approved the One Humanitarian One Poverty Response System (OHOPRS), a national framework designed to bring humanitarian assistance, social protection and poverty reduction together under one coordinated system.

The memorandum was presented to the Council by the Honourable Minister of Humanitarian Affairs and Poverty Reduction, Dr. Bernard M. Doro.

OHOPRS is a key pillar of President Bola Ahmed Tinubu’s Renewed Hope Agenda and serves as the framework through which the Federal Government aims to lift millions of Nigerians out of poverty.

For years, programmes supporting vulnerable Nigerians have operated largely in isolation across government institutions, development partners and humanitarian organisations. This has resulted in duplication of efforts, gaps in coverage and limited pathways for families to recover from emergencies and achieve self-reliance.

OHOPRS seeks to address these challenges by establishing a coordinated, data-driven national system that places households at the centre of planning, service delivery and measurement.

Under the framework, a family displaced by conflict will continue to receive emergency assistance, including food, shelter and healthcare, while also being connected to social protection, education, skills training and livelihood support.

This approach is intended to ensure that emergency relief becomes the first step towards long-term recovery and economic independence.

“For too long, humanitarian assistance, social protection and poverty reduction have operated as separate interventions. OHOPRS brings them together, so that vulnerable Nigerians are not simply assisted during emergencies but supported along a structured pathway towards recovery, resilience and economic independence,” the Minister said.

Dr. Doro said the FEC approval moves OHOPRS from a nationally adopted framework into the formal architecture of the Federal Government.

He emphasised that the success of the reform would be measured by how effectively interventions work together to improve the lives of Nigerians, rather than by the number of programmes implemented.

OHOPRS was developed with technical input from development partners and other stakeholders during a workshop held at the United Nations House in Abuja in March 2026.

The framework was subsequently unveiled on August 26, 2026, by the First Lady, Senator Oluremi Tinubu, alongside the Minister of Humanitarian Affairs and Poverty Reduction, at the Banquet Hall of the State House, Abuja.

With the FEC approval secured, the Federal Ministry of Humanitarian Affairs and Poverty Reduction will work with government institutions, subnational authorities, development partners and other stakeholders to implement the framework.

The initiative is expected to strengthen coordination across humanitarian response, social protection and poverty reduction programmes, ensuring that vulnerable Nigerians receive more integrated and sustainable support.
